The Study On The Influential Factors Of Contractors' Group Bidding Decision-making

Construction projects are the foundation of all industries, which provide the basic condition of sites, transportation and energy. The Chinese construction industry has seen a rapid growth since 1950 s, especially after implementing policy of reform and opening-up with massive construction of infrastructure, industrial and civil facilities. In recent years, as a series of difficult construction projects have been finished successfully, Chinese construction contractors have developed their technology and management level a lot and gradually begun to implement the strategy of "going out". With the opening-up of the international market, more and more Chinese contractors have participated in the international competition.Although the overall development situation of Chinese construction industry is good in recent years and the contractor level enhances unceasingly., projects failures or losses still happen occasionally that should concern us. The fundamental cause of these failures and losses is the very high uncertainty of engineering industry. Therefore, risk decision-making is an vital part in construction area. Among all the risk decision-making processes, bidding decision-making can be regarded as the strategic decision, which will have a directly impact on the future development of the contractors' companies. In addition, Chinese contractors gradually increase and accept the foreign advanced concept of group decision-making. Until now, the majority of both Chinese and foreign contractors have usually employed the method of group decision-making in bidding issues.According to the above problems and current situation, the research content of this paper is the study on the influential factors of contractors' group bidding decision-making. There are three main stages of this research. The first stage is the identification of factors. We have the domestic and foreign literature review to understand the development history of related research and choose the related factors at first, followed by making correction or supplement through interviews with construction industry personnel. The second stage is data collection and processing. The main data of this research comes from questionnaire survey issued by way of snowball with taking advantage of factor analysis method to classify the factors. The third stage is deep mining of data. This research takes the method of case contrast to show how these factors can affect bidding decision-making, in which decision stage these factors have the impact and the relation between different factors. This research will eventually form the conceptual model of contractor group bidding decision-making factors system. Knowing the classification of different factors and influence of different factors will help the leader of contractor build decision teams, improve the decision-making steps and the method of get an agreement.
