Research On Water Resources Allocation Influencing Factor In Dalian

Dalian is short of water resources, which is a water shortage district. With the development of the economic, the contradiction between water resources supply and demand becomes more and more sharp, which is a element restricting the development of the economic in Dalian. One of the measure to resolve it is water resources rational allocation. At present, water saving is strengthen in Dalian, and more water resources are involved in water resources allocation, such as sewage, sea water, diversion water from another basin and so on. The coming of various water resources not only changes the formal water resources allocation, but also the difference of water quality, quantity, cost and invest will make more difficulties on water resources allocation.Based on water saving social construction in Dalian project, this paper discusses the influence of many water resources, involving surface water, ground water, sewage reuse, sea water desalination, sea water use and diversion water from other basin, on water resource allocation in Dalian. It also determines the best order of water resources allocation. The main contents of this article are listed as following:(1) It analyses the present situation of water resource supply and demand in Dalian. From this, it finds out the problem, and figures out how to resolve them.(2) It discusses the local water resources assessment. From the comparison of the first and the second water resources assessment in Dalian, it discusses the influence of the change of runoff on water supply capability and the reason about this change. Then, it analyses the change of water supply of main reservoir and the influence of dangerous reservoir. Finally, from some examples, based on the purpose of improve ecology environment, it figures out the ecology water demand.(3) It analyses the sewage, sea water and diversion water assessment, which involves water demand prediction, water quantity assessment, project technology economic analyze and so on, in order to discuss the influence of them on water resources allocation.(4)The last main content is the best order of many water resources utilization assessment. It sets up a best order system of many water resources utilization assessment, considering social, economic, water resources, ecology and environment. The results indicate that this model is valuable to provide the objective and just foundation to the final decision in water resources allocation. Finally, research results of the whole paper are given, and then in allusion to the shortage of this article contents, some research to be further studied are presented.
