Entering the new century, our country has entered the new development phase which is transforming from single-city style into urban-agglomeration style with the quick urbanization in our country. Driven by the urban agglomeration effect and radiation effect, urban population has increased damatically and urban agglomeration scale has expanded unceasingly. Thus, traditional pattern of water resources allocation can not meet and adapt to the requirements of the new stage of our country’s development any more. Therefore, in order to improve the development of the urban agglomeration system, it is important to search the adaptability of the water resources system to urban agglomeration system as well as solve the problems on how to develop the urban agglomeration harmoniously. Modle of multi-dimensional and multi-objective of coordinated allocation of water resources which is based on urban agglomeration has been established in this paper.I Index system and motheds on after-effect allocation risk and carrying capacity of water resources evaluation has been carried out. Chang Ji Urban Agglomeration was taken as the research object to analyse the schemes of water resources optimal allocation and overall development strategy. Based on that, powerful support of water resources and security for leapfrog development of urban agglomerations in the future was brought out. The main results of this study are shown as follows:(1) Conbined with the research progress of allocation of water resources, allocation risk assessment of water resources system and water resources carrying capacity around the world, method of water resources optimal allocation base on urban agglomerations was carried out.(2) Based on the characteristics of the water resources system and the urban agglomeration system, the characteristics of water resources allocation system based on urban agglomeration was put forward, providing a train of thought and theory basis for optimal allocation of water resources in urban agglomeration.(3) Based on the characteristics of the urban agglomeration system, the overall train of thought of water resources on"allocation-assessment-feedback-relocation" loop iteration was put forward, constructing the multidimensional multi-objective coordination allocation model of water resources based on urban agglomerations. Through the analysis on characteristics of water resources allocation system, the risk assessment index system and evaluation methods is proposed based on urban agglomerations water resources allocation scheme. Finally, from the two aspects of subject and object water resources carrying,relative bearing degree evaluation of water resources allocation schemes were analyzed, and a recommendation scheme of water resources allocation of urban agglomeration and its overall strategy was given. (4) Based on Chang Ji Urban Agglomeration,2010was selected as the baseline year of present,2020,2030and2050as a planning level years. Three different scenarios were calculated respectively, and the recommendation scheme of water resources allocation of Chang Ji Urban Agglomeration and the overall strategy layout of three vertical and three horizontal" of water resources allocation were given, providing reliable guarantee to the safe supply of water resources in Ji Urban Agglomeration.
