Study On The Safety Audit Technical Of Roads Upgrading And Rebuilding In The Plain

Inner Mongolia grasslands region will face a large number of first grade highway upgraded to expressway task in the Eleventh Five-Year. The safety level of the first grade road can not be optimistic and about its upgrade will face even more severe issues of highway safety. Road Safety Audit is one of the recent rises of technical means for the purpose of accident prevention and enhancing road safety, from the prevention of traffic accidents, the reduced possibility of accidents and severity of starting. However, China's current Road Safety Audit studies focused on the new build road and the operate road upgrading road's safety audit is still in the testing, exploratory stage. Therefore, in the context of our country will face a large number of tasks to upgrade the road in present and future , we carry out the Road Safety Audit of grasslands regional upgrading roads is a very meaningful study.Road safety system is a dynamic system composed by people, vehicles, roads and environment. System-depth study on the relationship between the various elements form the basis of the theory of road safety, but also the basis of evaluation methods selected. This paper analyzes the various element's relationship between road alignment and traffic safety, speed and road safety, road alignment and speed ,proposed the evaluation method based on operating speed on the grasslands regional first grade highway upgraded to expressway engineering.The grasslands regional first grade highway has its own characteristics. From the building standards, linear indicators, traffic conditions, form of upgrading, recommended indicators for upgrading of Inner Mongolia and so on, article analysis the indicators of the grasslands regional first grade highway upgraded to expressway Engineering; summed up the grasslands regional highways have a higher plane, less traffic volume and other features, upgrading adopting the "do not speed, do not widen, only closed" form.Through the analysis of the characteristics of the grasslands regional first grade road, in this paper, the article proposed a grasslands road safety audit adopting a two-stage evaluation, evaluation index using the Coordination evaluation of the operating speed, the operating speed and design speed, given the acceleration values reasonable scope. The evaluation list and step are listed .The article researched the upgrading project's security measures.Finally, article described the upgrading road safety evaluation of Zhalantun to Xinlin north,pointed out the security risks that exist, given the integrated measures.
