With the development of the society and the progress of the scientific and technological, the current reform of the electric power system has been in full swing, more power, good power and continuous power supply has become the conditions to serve the society for power system. In order to adapt to the development of the power needs, it's worth installing a variety of automatic devices to ensure a reliable and economic operation of the electric power system. Automatic throw-in equipment of emergency power supply (automatic throw-in equipment of emergency power supply) is one of them. Technical support has been provided for the development of the electric power system and an assurance of reliable and continuing power to people by them.This paper describes the functionality, features and throw-in methods of the automatic throw-in equipment of emergency power supply, analyzes the actual status of the Heihe substation, there is a special operating mode that province network and the Russian network co-exist. It makes the original equipment RCS-9651B is no longer suitable for the present power structure, so use the RCS-9653B to make up for the fault of the original equipment. Then make some conditions according to the start conditions, mainly change the way of the voltage and current collection of the original program, at the same time, install a PT between the low-voltage switchgear and substation, section switches are replaced from the original single-phase TV to the three-phase TA. Make a hardware design based on the improvement, mainly the design of RCS-9653B, the design of the interface devices and channel-channel switch devices and the design of clock synchronization device, and describe in detail the parameters of the design and the using conditions.Then, build a electric power system of Heihe substation and some channels on the RCS-9001 platform, and make an analysis to the feasibility of the improved electric power system. The results show that the improved program can achieve a good "four distance" function, that is, telemetry, remote signaling, remote regulating and remote control, as well as message monitoring capabilities. As can be seen from the results, and the improved program can be stable and reliable operation, and the data is real-time, accurate and clear, human-machine interface is friendly, it is flexible and simple to be operated, and can obtain the configured results. The success of the research program in the implementation provides a viable program for the future implementation of the automatic throw-in equipment of emergency power supply. It can be said that this is a complete, accurate, and feasible program, form a system of information, control, and display, at last obtain the ultimate goal of scientific power and economic power.
