| With the rapid economic development, the capacity and demand of China transport meet contradictions. China transport become a bottleneck for economic and social development. Railway, as an important role, is responsible for 25% of the global traffic by 6% of the railway line. The utilization of the major rail lines has been super-saturated, the daily loading capacity of freight transport can only meet the 1/3 social needs. China, which deep inland, uneven distribution of resources and industry, must rely on large capacity, low-cost, long-distance railway transport. Especially at the heavy chemical industry stage, railway transport cannot be replaced. Therefore, it is great significance to make a research on freight locomotives usage efficiency, and expand capacity by using existing resources.This papers study on freight locomotives usage efficiency of a railway bureau and the factors which effected the efficiency by statistical analysis and a few qualitative analysis. The aim of the article is trying to make a reasonable evaluation on locomotives usage efficiency, at the base of which, find out effective ways to improve.The article starts from the research on locomotives usage index system, and building up AHP framework. Then we analyze the main index one-by-one. After attaining a preliminary understanding to the bureau locomotives running efficiency situation, we make a comprehensive assessment on locomotives usage by cluster analysis and AHP. At the same time, AHP also show out the factors which are more important and need be improve first. Finally, according to previous analysis, the thesis makes out targeted recommendations for improvement.
