Raising the locomotive usage efficiency is an important part of the railway transport organization and management. And locomotive working diagram is one of the core contents of the railway daily plan. Reasonable daily shift locomotive working diagram should be as far as possible to meet the train working plan, ensure the technical operation time for locomotives, the normal work and rest time for attendants and specified repair time. The quality of daily shift locomotive working diagram directly affects the efficiency in the use of locomotive, thus affects the transport efficiency. The researchers who study on the problem of locomotive usage concentrated on the study of the basic locomotive application, ignoring the locomotive overhaul servicing state and dynamic change of the locomotive position. So the basic locomotive working model has some limitations. Therefore, in order to achieve the maximum extent to meet the daily transport tasks and raise the efficiency of using locomotives, the paper considers the situation of locomotive servicing and maintenance on the problem of locomotive usage. To sum up, the research has the important theoretical and practical significance.The main contents of this paper include:(1) The paper quantitatively analyses the main factors which affect locomotive turnaround, including the application method of locomotive, the train diagram, the locomotive operation system and the standard time of locomotive turnaround;(2) The paper analyses the unworthiness of the basic locomotive working model, in order to build a multi-objective model for daily shift locomotive working diagram, which includes the minimum of the residence time of locomotives and balance of the locomotive usage.(3) The adjustment for the locomotive turnaround plan has two methods:one is Rescheduling and one is Adjusting. The Rescheduling method can be achieved using the model of daily shift locomotive working diagram. However, for the Adjusting method, the paper builds a multi-objective model including the minimum of the residence time of locomotives and balance of the locomotive usage based on the interference management theory knowledge and the model of daily shift locomotive working diagram. This is the Adjusting model.(4) According to the characteristics of models, the paper designs respectively tabu search algorithm for the two models.(5) Finally, the paper designs a case and verifies the feasibility and applicability of the two models. Then, the comparison of the two adjustment methods shows:in the theoretical case, the Rescheduling method is better than the Adjusting method. However, in practice, the Adjusting method is more reasonable than the Rescheduling method.
