Analysis On The Integrative Management Of Water Affairs Of Jinan

It has been drawing more and more attention for water affairs as a paramount part of public utility. There are two main reasons for it. One reason is that the water is important to the national economy and people' s livelihood whilst the lack and pollution of water are more and more significant; the other is that there are still some deficiencies in the existing management systems of water affairs. These two big issues, lack of capital and abuse of system, have obstacle the sustainable development of water affairs trade. On the basis of aforesaid background, this article is focus on the possible way for integrative administration of water affairs with the fact of Jinan City.Two methodologies are used in this article: theory study combined with case study. Firstly this article introduces the basic situation of water affairs trade, the administrative modes of water affairs and the development status of water affairs' market. On such basis and combining with some beneficial inspirations from international and domestic administrative modes of water affairs and the matter of fact of water affairs in Jinan, the related analysis and comparative study are made. As a result of the comparison of water affairs administrative modes between international and domestic, some inspirations benefiting the reform of water affairs of Jinan are done.From the view of the challenges faced by administration of water resource and the practice of water affairs reform in China and using the internal and external theoretical productions and the international administrative experience, this article concludes the achievements and deficiencies made by the reform of water affairs. Meanwhile, this article analyzes the obstacles existing in the integrative water affairs administration of Jinan and the resolutions. Besides, in order to make the best use of water resource, use effectively and economically, some innovative studies for the integrative system are also done in this article, especially in organizational structure, operating system, incentive system and administrative system. On the basis of such innovation, the efficiency of development and usage can be improved and the highly demand shortage at present can be mitigated and overcome. For the sake of achieve the sustainable development of Jinan' s economy and society, safe water supply and good water entironment can be provided for the economic and social construction and development of Jinan.
