Research On Government Affairs Reform Of Shanghai Maritime Safety Administration Under The Background Of Big Data

With the advancement of smart government construction and the development of big data technology,e-government has been an important way in all levels of Party and government offices and departments in their management,service and public information for society.The Shanghai Maritime Safety Administration makes full use of its technological advantages,attaches great importance to e-government as a part of the reform and innovation work and introduces the means of information into governing and managing affairs,effectively optimizing the effect of government affairs service.However,at the same time,the expectancy of administrative people in port and shipping enterprises,seafarers for convenience of maritime navigation security,administrative services and approval and other business have not yet reached and there is still room for improvement in the level of government affairs services.Therefore,the combination of big data technology and maritime e-government can better improve the level of maritime information and enhance the ability of maritime government affairs service.Based on the experience and practice of maritime affairs,the paper begins with the progress of existed information construction in the reform of maritime administration under the background of big data,deeply explores the current situation of e-government construction of Shanghai Maritime Safety Administration.The study employs the methods of literature analysis,interview and comparative analysis to reveal that there are some problems in the current government reform through interviews with practitioners and supervisors in shipping industry.The problems include low utilization rate of information resources,inadequate development of service functions of e-government system,failure to keep pace with the development of the times,severe situation of network and information security.The paper also analyzes the reasons.At the end of the paper,the following suggestions are put forward for the existing problems:improvement law regulations concerning maritime government affairs,construction of maritime data base,improvement of maritime e-government system,establishment of maritime smart service platform and strengthening the construction of maritime information security.It is hoped that the study will promote comprehensive improvement in Shanghai Maritime’ level of management in government affairs and further realize the smart maritime construction.
