Research On Water Affairs Integrative Administrative Reform Of Guangzhou

Water resources shortage and water quality scarcity are two water resources problems in China. Water resource is relatively abundant in south China, the most prominent problem of water resources in the region is the pollution-induced water shortage. To solute water resource issues and to ensure sustainable water resource, government need establish an effective management mechanism, make rational plan and good use of resource and develop policies and technical support. Our government became increasing focus on water resource issues. Since1993, Shenzhen took the lead in implementing water management system reform, which has gone through nearly20years. While management has yet to be perfect, but practice has proved that integrated management of regional water resources, water services has irreplaceable advantages than that of traditional water resource management.Guangzhou water management reform began in2008, water resources management has achieved effective achievements and water service has improved significantly. However, compared to sophisticated water management system which has been in operation for many years, there are still many problems to be solved urgently in the implementation process of Guangzhou water affairs integration. Therefore this paper study the development of Guangzhou water supply system and feasibility of proposing reform of water affairs integration strategies to promote urban water management, which is essential to ensure urban sustainable development.This study mainly uses the combination of theoretical analysis and quantitative analysis methods. Study theory of literature, such as studies on water management system; analysis data of water resources Bulletin and local Yearbook; study development of Guangzhou, water situation and water management results. Another method is comparative analysis, comparing research and practical experiences of the development of urban water management system between home and abroad, clearing reference to Guangzhou.This article discusses six parts. First chapter study on management of water resources at home and abroad, make research thought and methods in this article. Chapter II use theory of water resources management, comparative study of experience of the water management situation among United States, the United Kingdom and France three developed countries, three mainland city of Shenzhen, Shanghai and Beijing, get inspiration for the development of urban water management in the future. Chapter III analysis of Guangzhou natural and social profiles and current situation of water, study development of Guangzhou water management and the results achieved. Fourth chapter analysis of organization, operation mechanism, management mode and of safeguard measures in four areas in Guangzhou water management problems, make the need for reform of water affairs integration. The fifth chapter according water resources and management in Guangzhou, made reform of water affairs integration development strategy of Guangzhou from optimizing organizational structure and perfect operation mechanism, improved four-pronged management, safeguards. Final, summary of the research on this article, made prospects. Only continue to advance the reform of water affairs integration, can we utilize limited water resources to create the maximum benefit, to protect aquatic ecosystems and to protect urban sustainable development.
