Integrated Water Management Research Of Xi'an

Water is the source of everything,China is one of the thirteen countries which are water shortage in the world,and Xi'an is one of the most serious cities in our country.With the rapid development of the economy,the demand for water has gradually increased,which not only increased the degree of lack of water resources,but also put forward higher requirements for water resources management.In recent years,many cities at home and abroad have carried out water reform,and there have been some successful cases,which gives Xi'an a revelation: the construction of water management model is one of the important ways to solve the water problem.Xi'an carried out a series of water management reform in 2003,and achieved some success,but there are still the situation of multiple management,this traditional water management model has not adapted to sustainable development requirements of the current socio-economic and environmental.Xi'an needs to build a scientific and rational water management model,to promote the realization of regional water resources and water management of the unified management.The main research methods used in this paper are: theoretical analysis,inductive reasoning and deductive method.This paper is divided into five chapters to study the discussion:In the first chapter,water management at home and abroad is studied,and the research methods and technical routes are put forward;The second chapter introduces the related concepts of water industry,analyzes the integration of water management,listed examples of excellent water management models at home and abroad;The third chapter studies the current situation of water resources and analyzes the present situation and problems of water management in Xi'an by analyzing the relevant data of local yearbook,and put forward the construction of water management model is the effective way to solve the current water problem;The fourth chapter puts forward the countermeasures for the development of water affairs integration in Xi'an,through study the optimization of organizational structure,a clear division of functions,the establishment of laws and regulations,set up capital operation platform,the development of safeguards and other aspects.Finally,the contents of my research are summarized.The integration management model of water affairs is conducive to improving the utilization of water resources to ease the economic development brought about by the shortage of water resources,is also conducive to the optimal allocation of water resources to ensure the sustainable development of water resources.
