The Space Regulation Theory Research For The Counties (Cities) In Zhejiang Province

Zhejiang province takes the lead in the establishment of the county (city) master planning nationwide, and constructs a platform to optimizate the spatial layout for various types of plannings.As a planning type of countywide -coverage , Its purpose is to extend the urban plan area to the administrative region, to change the planning approach of "the city on the city", "Village on the village" in the past to slove the problem which is that the layout is reasonable in the towns and country, while irrational in the county.The county (city) master planning in Zhejiang province is carried in the same time with the county(city) land use planning, so the coordination of " two plannings " becomes increasingly inconvenience,while in the in-depth preparation.On the one hand, the "two plannings" is differ in the preparation of concept, planning objective, and land use classification,leading to a huge difference in the spatial layout and total land size,including the agricultural land, construction land and unused land.On the other hand, the coordination of " two plannings " requires not only to balance the construction land use among the four lands tpyes, including county's, town's,independent mining 's and rural settlement's in the countywide,but also to sure the scope of the non-construction land,providing control measures and policy support.In Zhejiang Province, a group of pilot counties and cities,(such as Xiangshan County) carried out the county (city) master planing convert the way of thinking in reference to the "anti-planning" ideas methods, changed the planing method ,which focused only on construction land in the past and ignored the unconstruction land, completing the change from the "Where to unbuild" to "where to build" ,carrying out the unconstruction land control.With the county (city) master planning being carred out in depth , "four zones and five lines" space regulation takes the technical method of priority zones and ecological function area, considing the administrative factors, the economic factors and the environmental factors as the evaluating elements.As a result of the evaluation of the land eco-sensitivity and constructability.the county land is divided into "Four zones": built-up areas, prohibited-construction areas,restrained-construction areas, and feasible-construction areas, using the "Five-lines" as a regulatory tool to implement appropriate control measures, including"Blue Line", "green line", "Purple Line", "Yellow Line "and " red line ".The paper takes the county (city) master planning in Zhejiang as the platform of theory and practice research, the theoretical development as the logic research frame, issues concerned in plan practice as an key point,put forward the origin, theoretical basis, technical approaches and policy support as four major contents of the county (city) space regulation theory, looking forward to exploring the development path of theory and practice , while obtaining some innovation about technical steps and principles, having a try of improving the county space regulation theory and practice in the following time.
