The Study On Pricing Method Of Incremental Electricity Distribution Based On Incentive Regulation Theory

As basic industry,the electric industry is the core industry that related to human's normal life and related to the national development also.With the continuous advancement of modernization,electric industry has become an indispensable part of modern life.In the industry environment of China 3's round of electric industry reform,the distribution system was released to social after the government proposed a project of incremental distribution energy systems for deepening electric industry reform.This thesis analyzed the price mechanism of distribution energy systems under the new background,and formulated a regulation method on distribution price.Based on the reforms of electric industry around the world,this thesis introduced China's electric industry reform history.Combined with relevant research and practice abroad,it is believed that China's current electric regulation can be further liberalized and motivation theory shell be used in the distribution systems,which could improve the electric market competition.By researched the advantages and applicability of different price incentive methods,a Multistep pricing mechanism for incremental distribution system was formulated,and a revised model was proposed for the mechanism: regulate the distribution price by means of bid invitation and bidding at stage one;adopt the price cap-based regulation model to increase the efficiency of distribution companies,and introduce quality factors and investment factors in the regulation model;at the mature stage of distribution network,establish performance benchmark to reduce the cost of distribution enterprises and improve the level of social welfare.In addition,it has used the DEA method to finished the demonstration of distribution systems based on relative efficiency of companies.After all,this thesis introduced some corresponding recommendations for the price regulation of incremental electric distribution systems.
