At present,the process of urbanization in China is speeding up and the population of cities expanded rapidly.Because of extensive development,the urban space is rapidly expanding to the surrounding rural fields and even the ecological space,leading to the deterioration of the ecological environment and even the living environment of people.During this period,how to actively promote economic and social development,as well as effectively protect urban ecological space resources and ensure basic ecological security,are great challenges faced by urban and rural planning.Spatial regulation,as an effective and appropriate means of resource allocation and regulation,has increasingly become an important part of urban planning.However,because of the current fragmentation management system in our country,there are different regulations and chaotic management in spatial regulation.It is urgent to construct a system to manage the space from the whole area of the city.However,so far,whether in theoretical research or technical practice and policy level,the study and discussion of urban spatial regulation in urban planning is more scattered and one-sided.There is no unified and complete system,nor is there a specific method of operation that can be applied to practice.The overall research is relatively weak.Based on the deep analysis of the connotation of spatial regulation and lessons from the experience of space control zoning abroad,starting from resolving the contradiction between ecological protection and economic development in the process of rapid urbanization,a citywide coverage spatial regulation model based on "two lines and three zones" is proposed in this thesis.The model emphasizes the coupling of ecology and economy,and realizes the maximization of ecological and economic comprehensive potential.The "two lines"-ecological red line and urban development boundary,divide the city space into "three zones"-eco red line zone,rural development zone and urban construction zone.Subsequently,the thesis probes into the concepts,connotations,objectives and scopes of the ecological red line and urban development boundary.On this basis,the specific requirements of spatial regulation in different policy zones and implementation guarantee mechanism are proposed.Finally,taking the city of Shantou as a case,the thesis makes a practical exploration of the proposed spatial regulation model.
