Changxing Island is an important component of Dalian Port and the under construction International Shipping Center in Northeast Asia and it has gained fast development. In recent years under the strong support of the provincial and the municipal governments. Lately the construction focus of Changxing Island is moving northward to the Northern port area, namely, Gaonaozi-Majiajvzi area. Dalian Changxing Guanghui Petroleum Dock Company Lt. is planning on the investment of building a large storage and shipping base for Petroleum and building two 300,000 ton oil-tanker dork outside the east jetty to the west and southwest direction near Gaonaozi area.The FSR (Feasibility Study Report) of Guanghui Petroleum Large Liquid Bulk Cargo Dock Engineering (first Draft) is detailed in planning and designing the in-port and out-port seaway for the 300,000 ton oil tankers, but the off-port tracks are suggested to use the customary ones in this water area. There is no sufficient study on if the seaway is in line with the navigation safety standards of VLCC or not. By referring to the literatures such as A101 of Sea Route Guidance, the nautical chart of VLCC, the atlas of the seaway for very large vessels in Bohai area, it's proven that the customary seaway of very large vessels in this area cannot meet the safety requirements for the 300,000 ton oil tanker to pass through, therefore, to plan an opensea waterway from Laotieshan area to the North port of Changxing Island in a scientific and reasonable way for the 300,000 ton VLCC is the guarantee for the normal functioning of the 300,000 ton tanker berth..Based on a systematic analysis of both the domestic and oversea principles and standards for seaway planning and the current navigation condition for the very large vessels as well as the existing problems in Bohai harbor, also in accordance with the natural and transportation conditions as well as the current traffic flow in the area from Laotieshan to the north port of Changxing island, a scientific and reasonable seaway for VLCC from Laotieshan area to northern port of Changxing island is designed in this paper. As the navigation safety is ensured at the first place, meanwhile the existing form of the traffic flow in this water area is followed, the designed seaway also make full use of the resource of the water depth to reduce the dredge volume in the area. Besides, this new route takes adequate consideration of the requirements for the marine navigators to navigate and to avoid danger; it's also intended to lessen the working pressure of the navigators and to further make sure the navigation safety.
