Study On The Integrated Navigation Safety Assessment To The North Coast Area Of Dalian Changxing Island

With the rapid development of economic globalization,as well as the free trade area of the regional agreement,international trade has been unprecedented development.According to statistics,more than 80%of the international trade is maritime transport trade.Each coastal country attaches great importance to the development of marine transport industry,and strive to occupy a place in the maritime industry.In particular,with the development of the ship to the large-scale and professional direction,the scale of the port terminal which is matched with the shipping industry is becoming larger and more professional.Each port has its own characteristics,we must establish a comprehensive safety evaluation model for the comprehensive evaluation of the waters,in order to obtain the safety of the port waters,and then put forward the corresponding risk control measures.In this paper,to the specific waters and related research,first of all,the basic resources to the north shore of Dalian,Changxing Island,the waters of the operation area were introduced,including the natural conditions of the waters and the specific port area.Secondly,on the basis of the relevant references,interviews with experts give advice on screening of risk factors,from four aspects of people,ship,environment,management of navigation safety evaluation index system and determine the index system of the corresponding element standard analysis.Then,the analytic hierarchy process(AHP)-type set pair analysis model is established,and the weight valus of the evaluation index is obtained.In the process of evaluation,we can use the quantitative method to quantify the grade index.For the index that can not get data,from the qualitative point of view combined with expert investigation.And then,according to the actual situation of the North Changxing Island sea area,the comprehensive safety assessment is carried out on the navigation waters of the 100 thousand ton ship and the navigation waters of 300 thousand tons ship,and the corresponding evaluation results are more secure.Finally,it can be concluded that the results of comprehensive safety evaluation of navigation in the North Sea area of Dalian,Changxing Island is"safer".Through the analysis of the model calculation results,puts forward the water traffic safety protection measures and improvement suggestion according to the results,and ensure the safety of navigation in the waters and avoid accidents.
