More than 2/3 of the international trade and 90%of the China total import and export freight have been transported by sea. With the rapid growth of the global economy and world trade, the shipping industry has also been developed continuously and rapidly. Meanwhile, the ships become large, fast, professional, and the ports change to professional, intelligent, deep, large-scale which have challenged port berth and channel.With the development of the maritime shipping industry and with vessels becoming larger, more and more existing port berths cannot serve vessels properly. The pace of port expansion is usually tardy. The water depths of channels are generally not adequate. There are not enough large-scale deep-water specialized wharfs, either. These factors, among others, have prevented large vessels from entering the harbors and thus hindering the development of port economy. Such being the case, it is seriously urgent for quite a lot of ports to give a makeover to their berths to promote their local economy.Berth reconstruction engineering, on the one hand, can improve the throughput of the port and therefore serve the economic purpose; and, on the other hand, can better the navigational conditions in the port area and thus bring more safety to traffic. In this vein, it is necessary to make a navigation safety assessment for berth reconstruction engineering to ensure their safety and effectiveness.This paper is a study of the current assessment methods for navigation safety in the waters of port berth reconstruction engineering. It makes a comparison between different methods, and thus showing their strengths and weaknesses. It argues for the feasibility and the scientific nature of the assessment method based on ship-maneuvering simulation.In accordance with the relevant current standards, and by taking as an example the structural strengthening project of berth 300# in Zhanjiang Port, this paper has made an effort to do some research in navigation safety assessment in the ship-maneuvering simulation based assessment method.This paper focuses on the analysis of the navigation safety factors such as vessel turning water area, channel width, and channel depth. Based on many experiments on the ship-maneuvering simulator and much subsequent detailed analysis of the results, a conclusion is made with some reasonable suggestions for concrete measures that can be taken. Hopefully, this paper can serve as a reference for future research in navigation safety assessment for the waters of berth reconstruction engineering.
