Shipping industry, shipbuilding industry, shiprecycling industry, as an organic chain, the three loop as a whole. They are part of circular economy. Shiprecycling is an effective method for processing waste ship. Affected by the financial crisis, the shipping industry suffered serious impact. In recent years, shipbuilding, shipping industry is still not out of the trough. The elimination of capacity and the excess capacity accelerated shiprecycling.Traditional Shiprecycling way is to disassemble on the beach, it caused serious coastal pollution. The traditional way of demolition is referred to as "blunt beach demolition". Now, the country has been stated in a total ban on beach demolition. China National Shiprecycling Association, which was founded in1991, actively guides the industry to carry out the green demolition work. In2005, the first "green shiprecycling general specification" industry standard came into effect, the traditional "beach shiprecycling" has been banned, instead, the "green shiprecycling", mainly executed in dock, wharf and shipyard.The change of shiprecycling way bring shipbreaking company not only a huge investment on environmental protection, but also the enterprise needs to establish matching basin, work platform, adages and corresponding production workshop and ancillary facilities. In order to ensure the safety of operation, before the establishment of supporting facilities, the navigation safety assessment is necessary.The paper first carried detailed analysis on the hydrology and meteorology, traffic flow characteristics, channel, aids to navigation, navigation security situation near the proposed shiprecycling dock. In view of the theoretical analysis and experiment results, this paper identifies potential risk factors and put forward relevant risk control scheme. Finally, in view of the construction period which may impact on the navigation safety, this paper proposed the corresponding contingency plans and security management advice.
