Research On Evaluation System About Implementation Of Hangzhou City Master Plan

Abstract: Urban planning's implementation evaluation is not only an indispensable part of planning system, but also required by law. For many reasons, the existing planning implementation evaluations are difficult to fully and effectively carry out. This research discusses theoretical framework, evaluation methods and content system of implementation evaluation of Hangzhou city master plan.After referencing the relevant theory and practical experience at home and abroad , the article points out problems existing at the present stage. According to the research, to the premises of plan's legitimacy and rationality, short-term construction as the object, implementation evaluation should focuses on plan's public police properties and implementation of space, including four aspects: targets implementation, space development ,public participation and measures. Third party should lead the evaluation and encourage public participation. Combining qualitative and quantitative methods together, evaluation should focus on not only goals evaluation, but also the process of implementation .After the reaserch, it shows that the implementation of Hangzhou master plan is well when the planning occurs failure in a certain extent. Finally, the research makes a simple analysis of implementation process and influencing factors.
