Study On The Policies System Affecting The Implementation Of Master Plan In Hangzhou

Currently, the implementation of urban planning is facing four major problems: confusion of effect, lack of grip, change of role, frequency of adjustment. These problems reveal that the implementation of urban planning relies on the implementation of numerous policies system, the affect of urban planning implementation is affected by the impact of other policies. So, How do the policies affect the implementation of urban planning? And what is the affect performance? Why the effects? These issues need to be further studied.Based on the above background, the paper adopts the research path and content system of "theoretical support-cases survey-summary of the regular pattern", sets up a theoretical explanatory framework about the policies impacting on the planning implementation. Then, using some cases in the implementation of Hangzhou master plan, the paper analyzes the impact of administrative divisions, financial policy, land policy, industrial policy and social policies one after another, in order to reveal a series of regular pattern about the policies effects on the urban planning implementation.’Theoretical support" is based on the theory of the relationship between policy and planning implementation:on the one hand, by analyzing studies on policies impacting urban development, finds out the starting point of this paper; on the other hand, by borrowing ideas form policy implementation process theory, policy conflict theory and incentive theory, constructs a systematic explanatory framework for policies influence on the urban planning implementation as "1553"-"’one dimension, five types of policies, five areas, three types of analysis"."Cases survey" is based on typical cases of Implementation of Hangzhou master plan, from the perspective of five basic policy policies-administrative division, land policy, finance policy, industry policy, and social policy, corresponding to each of the urban plan’s main control areas, uses the above theoretical framework, then the paper analysis the mechanism, the performance and the causes of the policies affecting on urban planning implementation one after another. "Summary of the regular pattern" is based on "theoretical support" and "cases survey", in this part, the paper reveals some regular pattern of policies affect on the urban planning implementation summary.Through theoretical and empirical analysis, this paper thinks that, in its implementation process, urban planning is affected by a series of policies. Each policy has its own internal rule. To improve the effectiveness of urban planning, we need to plan a number of positive interaction between policy and planning. This study provides a perspective from policy planning and implementation research ideas, enrichs the empirical study of urban planning and implementation in China.
