The Stimulating Research Of Road Transport Management Policy Of Hazardous Materials Based On System Dynamics

Domestic road transport volume of hazardous materials has been increasing with the development of petroleum and chemical industry. However, the transport quality is not improving and accidents occur occasionally due to the poor administration and the market confusion. The transport accidents have caused enormous lost to economics and life, and intimidated the stabilization of society. Therefore, the road transport has high risks, and improving governmental management of it and reducing accidents rate is the key of safe product chain of hazardous material.Road hazardous material transport system is a very complex, open, dynamic and huge system, and the best way to study it is the System Dynamics (SD), in deed, SD is a proper method to stimulate the management policy. Management policy of road transport of dangerous goods includes laws, administration and economics. According to the status, economic methods are better than the other two in cost, effect and time, at the same time economic method can optimize resource allocation. In the process of research and stimulate the road hazardous material transport system, freight is one of policy lever points. Accordingly, the paper take price management policy as stimulation policy, and the results proves that the policy can be effective, but the problem is the extent. And then, the policy, which both reduces the freight and cut the sales tax of legal enterprises can reduce accidents remarkably, meanwhile market order is regulated.
