Distribution transformers face to customers directly whose working state influences power supply quality to customers. So it is an important content of distribution network automation to monitor on the distribution transformer reliable and real-time. The large number of distribution transformers and the dispersive position of distribution transformers make it key to choose an appropriate communication scheme in the distribution transformer monitoring and control system.After analyzing the existing means of communication, a program adding video monitoring is proposed in which the 3G network works as a channel of distribution transformer monitoring and control system.3G technology and video compression technology are introduced in detail. China Mobile's TD-SCDMA network is selected in the 3G network, and the H.264 standard is used in video compression standard. The system networking scheme adopts a mode that 3G combines with Internet and communication server fixed IP.The hardware of distribution transformer terminal are designed in detail. Considering terminal's needing to control data's acquisition and sending, and the demand of processor's ability to calculate for compressing video data, we choose a program which contains two processors:ARM and DSP. ARM processor control the whole terminal as main processor and DSP processor compress video data for its high speed calculating ability. A complete hardware structure with other components is constructed after choosing processor and 3G module.Terminal software uses embedded Linux system and various functions are joined to system according to the demand of monitoring. We choose X264 encoder and transplant on DSP in H.264's compression algorithm, and then make a comprehensive optimization according to the characteristic of DSP. Considering the characteristic of data transmission in distribution transformer monitoring and control system and the demand to transmit video data, we choose UDP protocol in transmission layer. Finally, high-speed reliable and real-time data transmission and video monitoring are realized through the 3G mobile communication module.It is advisable to use 3G and video surveillance in power system. The researches about application of 3G and video monitoring have profound theoretic and practical significance.
