In recent years, substation automation system (SAS) is developing from tradition to digitization. In order to solve the problems of interoperability and communication protocols between Intelligent Electronic Devices (IED) from different manufacturers in digital SAS, International Electrotechnical Commission (IEC) constituted the IEC 61850 series of standards on communication networks and systems in substations as international standards. The standards insure specification of SAS structure, information model of IED, and communication protocols of IED. In the actual project of SAS, IED need be configurated with information models and device parameters according to IEC61850. Furthermore, instantiated IED in SAS need satisfy different technical requirements and functional requirements of different customers. It requires functional resources of IED can be configurated flexibly in order to adapt to the actual project.IEC61850 is a foundation of implement of digital SAS and IED. These stands contain a series of sections, and specify structure of digital SAS, configuration description, Data Models, communication services, and testings. IED which is defined in stands, is distributed in bay level and process level of SAS. IED is an important component of SAS, it functions monitoring, controlling, and protection. Configurations of IED are not only according to IEC61850, but also fulfilling the need of device's detail function. So, IED generally is designed with redundant functional resources in order to configuration flexible and function selectable. IED manufacturers implement configuration of IED's functional resources in the actual project with configuration files, and use configuration tool to make sure veracity of configuration files.This thesis analyses stands of IEC61850, specially analyses the detail of IED configuration files-SCL files. It specifies process of IED configuration which is recommended from stands of IEC61850. In the respects of IED functional resources, it gives an example-(MU) merging unit, to specify the configuration of IED functional resources. It analyses the principle and function of the IEC configuration tool, specially designs structure and key points of the tool. Finally, it demonstrates an example application of IED configuration tool. The studies of IEC61850 and configuration of IED in this thesis is valuable both in theory and in practice.
