Aim at the difficulties of the interoperability between intelligent electronic devices (1ED) from different manufacturers in substation automation system (SAS) and of system integration, International Electrotechnical Commission (IEC) constituted standard IEC61850-the series of criterion about substation communication networks and systems. The main purpose of the standards is unify communicate protocol of SAS, enhance the expansibility and maintainability of the system, and accomplish fully interoperability. Nowadays, the research of the standards and develop interrelated products has become the focus field. Based on IEC61850, the project is to research and develop the graphical System Configuration Description Tool.According to IEC61850, the SAS may be allocated on three different levels(station level, bay level, or process level), and graphical interfaces is an necessary component of the station level. Information included in graphic mode is almost same with configuration files. But according to IEC61850, there is no necessary corresponding relation between graphic mode and configuration information. Also, it is not required that the processes of plot and information creation are unified. So in common implement, the graphic mode and the configuration information are generated by different tools, and there is no real association between them.The emphasis of this project is the graphical interface of SAS, and how to accomplish the perfect corresponding between graphic mode and configuration information. Create relative configuration files as the plot is being made.The sixth part of IEC61850 standard defines the substation configuration language (SCL) which based on XML to strictly describe the substation configuration information. SVG(Scalable Vector Graphics) SVG is a exoteric standard of vector graphics which recommended by W3C, if using SVG in the development of graphical interface, the problem in unifying graphic and configuration information could be resolved.To accomplish the unification between the graphic mode and configuration information, it is necessary to find some approaches to associate SCL and SVG. IEC 61850 specifies a substation configuration language called SCL which can be used for describe SAS's configuration information strictly. In the paper, the penman discussed the feasibility and method of combining SCL and SVG, analysis the extended SVG file, and presents a way that inset SCL into SVG, fulfilled the goal that generate SSD file by protracting graphics.By the research on SCL and SVG, the paper proposes the implement of the basic protract and edit functions that using browse as the plot environment, and presents the way for exporting the SSD file which is accord with IEC61850.
