With the rapid development of economic, electricity demand continues to increase, and the grid is increasing. However, the traditional power communications with poor interoperability and low performance has been unable to meet the communication requirements of modern electric power automation system. So it becomes an inevitable trend to use network to transport remote information. To this end, the IEC TC57 developed the standard IEC61850 which is on substation communication networks and systems. IEC61850 realized the consistency of communications from the process layer to the spacing layer and to substation layer in substation, and from substation to dispatch center, so that it can meet the requirements of modern power system.IED is an extremely important concept in substation, and the functions such as control, protection, metering, recording, communications and so on of substation are completed by various IEDs. So it is of great significance to research on the management of IEDs. In this paper, it is mainly talk on how to use the IEC61850-defined abstract communication service interface(ACSI) as communication way to build an management system of IEDs which meet IEC61850 standard. And ACSI is mapped to the Manufacturing Message Specification (MMS).MMS protocol data unit is transferred between the client and the server to realize the communication way defined in MMS. Therefore, to achieve the mapping from ACSI to MMS, first it need to map the model and service defined in ACSI to the model and service defined in MMS, and then it need to use the Abstract Syntax Notation (ASN.1) to code and decode MMS protocol data unit. Finally, the full implementation of ACSI is achieved by the way of MMS+OSI interconnect model of three-layser+RFC 1006+Ethernet, based on the realization of OSI layer protocol and RFC 1006 specification.The system uses ACSI to communicate with the IEDs in substation to get data model and measurement data included in IEDs, and even to change IEDs status and to control IEDs. At the same time, the system gives a complete realization of ACSI which lays the foundation of the application of IEC61850 standard and the deep research of IED.The software system uses an IEC61850 test server for authentication. Experiments show that the software system designed by the method discussed in this paper can communicate with the test server correctly, and it can meet the expected demand.
