The substation automation is being rapidly developed in china, but they are mostly based on many proprietary solutions or standards. Electric utility deregulation is expanding for so many heterogeneous solutions. Utilities spend an ever-increasing amount for real-time information exchange, costs for system integration and data maintenance are exploding just for the compatible work of data exchanging between different systems, it is not propitious to the developing of automation system for power system. Additionally, with the rapid development of information technology, the base of automation system, for example INTERNET technology, Object-Oriented technology, powerful processors, is mature. To meet today's and future requirements a new standard with an advanced approach has been requested.IEC61850, i.e., substation communication network and system is an international standard about substation automation constituted by IEC TC57. To reach the interoperatility and the seamless communication network of substation, the ACSI (Abstract Communication Service Interface) is present. Substaion automation system is builded up by ACSI model.Firstly this thesis introduces the production, development of IEC61850 and its influence on substation automation system. Then the constitution thoughts, characteristics and standard system content of IEC61850 are introduced in detail. Using UML (Unified Model Language) models the information model of IED equipment, and on this basis, the actual protection devices are analyzed and the data model is established. According to substation system and the layered and multiple stepped characteristic of IED equipment, the data model of IED Equipment is realized by adopting object-oriented program language Java, and is changed into the file of XML (eXtend Marked Language) format. Finally the thesis opens up prospects for the realization of the standard.
