Study Of The Security System And Incentive Mechanism Of Demand Side Management

This paper in the purpose of promoting China's DSM (Demand-Side Management) security system and incentive mechanisms, enhancing the implementation of DSM in China.On the basis of the analysis of the development progress and advanced experience of the DSM security system and incentive mechanisms in the foreign countries, and then the DSM security system and incentive mechanisms which is fit for China were established.The security system consisted of the organization of DSM, policies and laws security system, financing, technology security, and intendance and evaluation system. The short-term, medium-term and long-term aims to establish the incentive mechanisms for electricity supply enterprises, consumers and ESCO were also put forward. This paper could provide an important reference for the establishment of DSM security system and incentive mechanisms, and foundation security for the establishment of long-term DSM mechanisms.
