Firstly the thesis researched the emergency management framework of urban power distribution grid, and clarified emergency activity participant, emergency environment and relations of participants from the point of view of system theory. Secondly this thesis identified and evaluated the hazards related to large-scale blackouts for Hohhot power grid. And then the author studied the problem of emergency material management, and proposed the concepts of regional united material reserve. Finally this paper studied the requirements of emergency management information system for urban distributed gird and developed the outage management system based on GIS.
