With social economic development and accelerated urbanization, traffic congestion, pollution and some urban transport problems, such as traffic congestion and environmental pollution, have become increasingly prominent. Therefore, how to re-definite and develop transport system is an indispensable element in a next step of the modern civilization's development. Among of them, it's one of keys to how to make the development of the transport system meet the future environment protection, health, safety and efficiency of the common needs. In this case, the green transportation comes into being. Green transportation is a new concept, and emphasis the green character of urban transportation, that is to reduce traffic congestion, lessen environment pollution, promote social equity, and use resources rationally. Its essence is to establish the traffic system to maintain urban sustainable development in order to meet the transport needs of people and use minimal social cost to achieve maximum transport efficiency.As a small city,Weihai develops tourism mainly, advocates the development of green transport. Viewing from the mode of transportation, green transportation system includes pedestrian traffic, bicycle traffic, public transport and rail transport. Currently public transport is the main body of urban traffic in Weihai, and bicycle tripping also accounts for a very high proportion. Considering advantages and disadvantages of two transport modes, it's an effective way to establish the transfer system between bicycle and bus transport in Weihai, which is an research objective, the follow research work are mainly carried out in this paper:First, this paper analysis domestic and international transfer system theory and development status of engineering practice. Learning successful experiences at home and abroad and combining with the traffic situation in Weihai, this paper analysis the implementation of the feasibility and necessity of transfer system in Weihai and gives the overall planning ideas, planning objectives, planning content and planning methods of the transfer system.Second, the paper analysis selection factors which affect the transfer hub and transfer station site. On the basis of comparing advantages and disadvantages and applicability of common location methods, a reasonable location method is given. Analysis the attraction scope of transfer system, at which road's bicycle trips flow are predicted. Base on traffic assignment results, calculating the bicycle road network through putting the main node in Weihai. Then using the node flow method to locate transfer station and transfer center. Finally indentify the specific location of the transfer stations and the hubs in Weihai city road network described by MapInfo software.Third, here selects SP survey method in order to investigate factors which affect transfer system between bicycle and bus. Analysis the survey's results, then select reasonable characteristic variables. Set up transfer probability calculation model, and use SPSS software to calibrate the utility function. Finally, combine the actual survey data in Weihai. Calculate the probability which bike travelers choice transfer bus. Then get transfer volume of transfer station and transfer hub through demand model.Forth, designing the static traffic of the transfer system and optimize it, including design elements, location principles, the size, within the design of transport of bicycle parking planning, and set auxiliary facilities. In addition, In order to attract more bike long distance travelers to select transfer system make the transfer system run smoothly, study some policies which the transfer system should implement to assist transfer system.Establishing transfer system between bicycles and conventional buses in Weihai, on the one hand, bicycle travelers implementation transfer out of the center, which can avoid large influx of the bicycles coming to the bustling centers to reduce disturbance to the motor vehicles, bring down the probabilities of traffic accidents and correspondingly increase the capacity of the road traffic; On the other hand, constituting transfer system may reduce bikes for a long distance travels, avoid the defects of bicycles, and improve the efficiency of the traffic, promote the development of green traffic at the same time.
