All materials of nature occupy a secular variation process including unceasing production, the development and in the withering away. The things with together dimension, when changing the state to another, must pass through an intermediary state of transition inevitably called double-sided property, and display the fuzziness. Theory of variable fuzzy sets is the method to solving the problems of fuzziness. It introduces the continual series concept for the first time, develops the static fuzzy theory for dynamic invariable, and makes up theory flaw of formerly fuzzy method about the membership function concept and the definition. In practical engineering field, the fuzziness is very common. This article applies variable fuzzy clustering model, the variable fuzzy recognition model and the multi-objective variable fuzzy appraisal model based on the variable fuzzy sets theory to solve the actual project problem, and manifests the practical significance and the project application value about this theory.Water is the cornerstone of human survival. The water resources of our country are short. The water resources problem have become the serious restriction factor of our country economic and society development. Enhancement the water resources management has become a basic task for the water conservancy department. The basic goal for completing the water resources work is the realization of water resources optimization disposition and the water resources sustainable useful. Speeds up the modernization and information of water resources supervisory work was become the urgent matter. Along with the computer application popularization, the visualization technology obtains the unceasing development. Using the visualization technology develops a water resources visualization systems, including the function of decision-making, management, inquiry, early warning and so on. This paper represents which bases on WINDOWS operation platform, using MFC of VC++, develops a water resources visualization systems of Dalian.The work is completed in this paper as follows:1,Through the variable fuzzy clustering iteration model based on the variable fuzzy sets theory, analysis the 23 year actual year amount of runoff weather of the Xinjiang Yili River Yamadu station. Using before 20 year runoff samples, extrapolates the fuzzy clustering center and the different target fuzzy clustering weight. Carries on the examination forecast according to the fuzzy clustering center and the weight to the following year amount of runoff, and compares forecast the result with the actual value. The result showed that, the forecast value is satisfying.2,Through the variable recognition model based on the variable fuzzy sets theory, appraises the surrounding rock stability of underground hydroelectric power station workshop of Hubei Shui Buya hydro-junction. Obtains the four forms of appraisal model through changing the different model parameters. Simultaneously, introduced the internal relations between four kinds of models. The results have the good stability and match the actual situation.3,Through the multi-objective variable fuzzy appraisal model based on the variable fuzzy sets theory, using four groups of model and three groups of weight, carries on the appraisal to the surrounding rock stability of Manwan hydroelectric power station diversion tunnel in Yunnan. This method is a kind of the simplification of variable fuzzy recognition model. Indicated through the computation, under the general request, the multi-objective invariable fuzzy appraisal model can also obtain reasonably and reliable appraisal result.4,Based on the VC++ visualization technology, developed the water resources optimization disposition program evaluation visualization system of Dalian. This system includes "the water need, the water supply, the appraisal, the GIS map demonstrates" four sub-system compositions. The main function of system:(1)Through analyzes the special details of social economy development of Dalian, using the method of target system of rating to forecast the water needs situation.(2)According the useful and supplies condition of water resources of Dalian, to forecast Dalian's water supply situation in 2020.(3)Using the correlation model to obtain the water resources optimization disposition plan of Dalian.(4) Using the variable fuzzy sets theory to appraise the disposition plan,and realize its results as the form of visualization.
