Water resources are the material basis for sustainable development of human survival and economic production activities.The study of efficient allocation of regional water resources is of great significance for achieving regional economic and social health and high quality development.With the development of economy and the continuous increase of population,the limited water resources have led to the lack of matching of water supply and demand structure in Datong metropolitan area with the requirements of water demand for economic and social development,and the contradiction between supply and demand is prominent.Therefore,in order to ensure the rational use of water for local residents and economic development,it is urgent to study the efficient allocation of water resources in Datong metropolitan area.Taking Datong metropolitan area as the research object,this paper briefly introduces the current situation of water resources development and utilization in Datong metropolitan area.Aiming at the existing problems,guided by the theory of sustainable development.By analyzing the water supply and demand situation and development trend of main water sector in this area from 2007 to2016,based on the principles of water and water allocation,the optimal allocation of water resources and the carrying capacity of water resources,the efficient allocation and utilization of water resources in Datong metropolitan area is studied in three aspects.The main contents and conclusions of this paper are as follows:(1)According to historical data and socioeconomic development indicators of water consumption.The trend of life,production and ecological water supply and demand in Datong metropolitan area in 2020 was predicted by the conventional trend analysis method and water quota method.The forecast results show that by 2020,the water supply and water status of the whole metropolitan area has been maintained at a balanced level,but there is a sharp contradiction between supply and demand in some districts and counties.The water shortage in urban area,mining area and new east area is larger than 10 million m~3,and the water scarcity is-0.042,-0.339 and-0.262 respectively.The water supply of Datong County and southern suburb is greater than that of water demand.Therefore,it is imperative to optimize the allocation of regional water resources for the purpose of ensuring the rational water demand and the coordinated development of economy and society in all districts and counties.(2)Considering the priority of decision target and the current situation of water supply and utilization in the water receiving area,the model of water allocation for external water allocation is established,and the water allocation area in each receiving area is obtained.Besides,the outer water allocation domain is one of the constraints for the optimal allocation of water resources,and the optimal allocation model of water resources is established.Through the model solution,it is concluded that by 2020,the water shortage degree of the urban areas,mining areas and the East New Area of several water shortage areas has been improved to varying degrees.In Datong County,southern suburb area,Xinrong District and Huairen County,the net water supply of the region is 23million 500 thousand m~3,17 million 720 thousand m~3,10 million 270 thousand m~3 and 6 million 500 thousand m~3,and the imbalance between the supply and demand of water resources in the region is initially reversed.At the same time,the water distribution departments are more reasonable in terms of water allocation,and the guarantee rate of residents'domestic water consumption reaches 100%.The water guarantee ratio of industry and the third industry also increased significantly before the optimal allocation,which increased from 88%and 78%before the optimal allocation to 97%and 92%respectively.The change of supply and demand of water is more consistent with the area,the water resources carrying capacity index evaluation system of Datong urban area is constructed by the artificial screening method,and the three change conditions are set up in combination with the variable model paste evaluation model.The carrying capacity of water resources before and after the optimal allocation of water resources in Datong metropolitan area(2016)and planning year(2020)is evaluated.The evaluation results show that the water resources carrying capacity of Datong urban area in 2016 is generally up to the middle level,but the water resources carrying capacity of the mining area is only 1.43,the water resources carrying capacity is low.If the water resources are supplied by the current situation,the water resources are not optimized,and the water resources carrying capacity of Datong metropolitan area in 2020 is not carried out.In 2020,the water resources carrying capacity of Datong metropolitan area is H The overall strength decreased to a moderate level(H=3.53).The characteristic value of water resources carrying capacity in the mining area and the eastern new area is H,which is only 0.77 and 0.91.After the optimal allocation of water resources,although the water resources carrying capacity of Datong metropolitan area is still in the middle level,the value H of water resources carrying capacity of the three urban area,mining area and eigong new area is increased to 3.84,2.79,4.22 after the allocation of water resources,respectively,before the optimal allocation of water resources.The water resource shortage of three areas under the current development level was greatly reduced,while the water resources carrying capacity of the two rich water areas in Datong and southern suburbs changed from 4.76 and 4.04 to 4.18 and 4.14,respectively,and the water resources carrying capacity had no obvious influence on the water resources carrying capacity of the three areas.
