As a public welfare cultural facilities, city park not only provides a good place of leisure activities, recreation and fitness for residents, but also plays a very important role in city socio-cultural, economic and environmental development.With the city's economic development, the demand for spirit culture of urban residents grows fast. To content with the demand of urban residents, the city management sectors take various measures to enhance the park construction and management. In the reconstruction and extension of the old park, and the constuction of the new park, most citys of China takes the free-charge openning policy, while the current mode of our city management can not fit the the growing demand for spirit culture of residents. This requires urban park managers to explore more advanced mode of city park management to meet the needs of the public.Consider with this phenomenon, from the point of view of the city management mode, this paper takes Changsha for example, analyses the problems of city management mode. I think that the government or the market single-center model of governance can not meet the rollover period requirement. In the governance of the city park management, we must take the " multi-center governance" theory as the guiding ideolgy, the government, market and the third sectors must play full role in it. At the same time, we must search for the equal place of government, market and society in the supply of public services, establish the "government, market, society," three-dimensional city park collaborative governance model framework. Only to the mutual cooperation, advantages and responsibility sharing, benefit sharing of the three, the purpose of sustainable development of city park may be come true.
