Safety And Countermeasures Regarding Shaanxi Water Based On Multi-Center Governance Theory

Shaanxi is a inland provinces in the western which has many problems such as water shortage,frequent floods,severe soil erosion and fragile ecological environment,the problems of shortage of water resources,engineering water shortage,water quality-induced water shortage,water management problems coexist for a long time.The problem of water security in Shaanxi has become the most important factor that affects the overall coordination and sustainable development of regional economy,and it is urgent to solve the problem of water security in Shaanxi.At present,there are few research achievements about the theory and practice of water security management in Shaanxi Province,so it is of great significance to carry out systematic analysis and evaluation of water security in Shaanxi province.This paper uses literature research method analysis,qualitative analysis and quantitative analysis method of theory and practice,summed up the research progress at home and abroad,in order to evaluate the catastrophe progression method is based on the theory of quantitative evaluation of the status quo of Shaanxi water security situation and the change tendency of evaluation based on the result of qualitative analysis on the current situation and existing problems of water security.Finally,from the perspective of polycentric governance theory,this paper analyzes the causes of water security problems in Shaanxi,and puts forward some countermeasures and suggestions.Research shows that nearly 5 years government-oriented water safety management practice has achieved certain results,and the change trend of water security in the province presented fluctuant growth dynamic change,overall water security situation is getting better.But due to the integration of water resources management system is not perfect,lack of supervision,wading low marketization and public participation consciousness is not strong,the province’s water security exist a series of risks and problems which include the contradiction between supply and demand,and disaster relief system is not perfect,the water supply level is not high.Therefore,the multi center governance theory as a guide,in accordance with the combined government guidance and market regulation,and combined system innovation and public participation in the ideas and principles,combined with the overall balance of interests,put forward to strengthen the government’s leading role,give full play to the market adjustment function,actively build multi water safety management mode of public participation to promote the transformation and upgrading of Shaanxi,water safety management practice mode in order to achieve the level of management of regional water resources promotion and improvement.
