The 21st century, in our country has achieved a great achievement of development, and now must not overlook the social problems, such as:the gap between rich and poor and vulnerable groups, regional development loses his balance and rural surplus labor force transferred to other problems, in such circumstances, the state develop professional education, the voice became unprecedentedly high, and promote vocational education reform and development is economic restructuring and enhancing workers' quality, speed up the human resource development of the necessary means, to expand employment opportunities and promote employment and reemployment. All parts of the important measure to actively seeking vocational education reform and development through integration by the institutions to develop professional education as a major reform of the ways in different parts of the complexity of the development of vocational education, but the result is a lack of related theory.This article is based on Weinan vocational education the planning to start the basis of the study related to the system of planning, i hope that similar to the city of vocational education of the construction of the development of theory and using practical experience.This article falls into six sections. The first part is to analysis the development of vocational education background with domestic and international studies, research by the main content and purpose. The second part is based on the facts of Weinan vocational education, analyses weinan vocational education development process, the current status and problems and development trend and the vocational education is vocational education weinan develops to a certain level of reform the way. The third part baced on the development of the inefficient, and put the plan and goal, scale and intensive development strategy, to make a precise location of the prior and certainty. The fourth section will be intensive development strategy through the planning, application program the theory of the study of vocational education the planning to establish the pattern, the structure, the basic model and space. The fifth part is for the taking of the detailed planning to start with a second, the detailed planning of the three stages, pointed out that different stages of planning objectives and planning key planning and dynamic process.sixth is a summary of the main outcomes, and vocational education for our reform and development of the way forward.
