Construction industry is the important material production sector. However, construction accidents cause thousands of deaths, more than 10 billion Yuan of direct economic losses each year in China. How to using Emergency Management theory to reduce accidents on the negative effects of construction enterprises effectively has become an urgent problem of Project Management.First, according tofeatures of construction enterprises accidents in China, this paper summarizes the manifestations of 11 categories of security accidents, and analysis the four factors of safety accidents (people, objects, environment and management) and serious consequences caused by these incidents. Then, the basic concepts of emergency management and organizational settings of security accident emergency management in construction enterprises are introduced. The operation of three emergency management processes, which are prepare phase, response phase and recovery phase, is described in detail. Comparative analysis of the emergency management decision making methods, which are the emergency plan and case-based reasoning (CBR) theory, is the basis. In this paper, CBR theory will be applied to the decision-making in construction enterprise security emergency management, to help construction business decision-makers to improve the efficiency of emergency management.Next, this paper describes the application key technologies of security accident emergency management in construction enterprises based-on CBR. The framework representation is used to represent emergency management cases. Combining AHP and the rough set theory to determine attribute weights, the nearest neighbor algorithm realizes the search of the cases, and the similarity calculation rules of the different attributes are discussed. The rule-based reasoning theory is proposed for supporting case modify model. The cluster analysis achieves the maintenance of case base. On the basis of the above, based-on CBR security accident emergency management decision-making model of construction enterprises is designed. Deep foundation pit program, which is Common to construction, is cited an instance to introduce the application of the decision-making reasoning model. Construction enterprise security emergency management decision support system is design by using the model. Finally, the paper also summarized the main study results and prospects.With CBR theory, this paper studies the reasoning model for security accidents emergency management decision-making, for providing a new way of construction enterprise security emergency management decision-making.
