Water traffic is the cheapest way of transportation, with the development of our country's economy, water transport volume also increased sharply, which brings great challenge to water traffic safety management and emergency insurance. How to deal with emergency of water traffic accidents effectively and improve the success rate of emergency rescue relates to the security of the people's lives, property as well as the harmony and stability of our society. However, in the existing emergency management of maritime accidents, paper-based contingency plans are the most widely used way of handling these problems. It lacks of an efficient information supporting and scientific decision-making mechanism cannot do comprehensive treatment with various emergency powers. Aid decision-making done by artificial experience always results in a phenomenon of unreasonable, not quickly, not comprehensive, which affects the success rate of salvage. Therefore, water traffic emergency badly need a decision support tool.Case Based Reasoning is a relatively new artificial intelligence reasoning technology. CBR technology is mainly based on Cognitive Sciences, it uses past problem-solving experience to deal with new problems and learn new knowledge. This new reasoning technology has a huge difference with rule-based reasoning method, it takes the case as a whole to make fuzzy reasoning. This method does not require a knowledge system of complete application field and it frees from the bottleneck of rule-based reasoning in obtaining knowledge, so CBR technology has attracted wide attention, and has been applied in many industries which has achieved certain effect.This article introduces the CBR technology in the treatment of water traffic emergency, so that it automatically generates emergency response plan. First, based on the existing paper-based contingency plans and actual cases, a formal description of the cases is conducted, and AHP is used to assess weight value for each property of the cases; Second, fuzzy matching and nearest neighbor approach are combined to match the case of maximum similarity; the matched case will be used as the guidance of the emergency, and the effective experience will be learned with choice; Finally, J2EE technology is used to realize the establishment and reasoning of CBR system, and it's verified through the Three Gorges reservoir area as typical case of water transportation emergency management. The achievement of this article has been applied in the Chongqing Water Transport Emergency Command System.
