With the social and economic development, the increasingly serious energy shortage, the social construction of the total energy consumption of a growing proportion of energy consumption. China's existing structures are high energy-consuming for the vast majority of construction, carry out the transformation of existing building energy conservation, energy conservation construction is to achieve one of the important ways.Public buildings energy conservation design standards provided for in the energy conservation 50% of the target, by improving the thermal performance envelope structure, improve the heating efficiency of energy consumption of air conditioning and lighting to common burden, which improve thermal performance envelope share of energy conservation rate of about 20%. Clearly, the implementation of the existing building envelope of the energy conservation and energy conservation construction is to make both of the necessary conditions foe success.Shanxi Province is a large consumption of energy civil construction area of about 64 million square meters, of which more than 95 percent of non-energy conservation construction.
