With the accelerating process of economic globalization since 2003, the global shipping industry has experienced unprecedented prosperity. According to statistics, as of the end of 2006, the world's merchant shipping capacity had reached 8.919 billion DWT. The trend of the world fleet expansion is unstoppable. The issue that had been neglected of greenhouse gas from shipping has been widely concerned.New Ship CO2 index was proposed by researching a large number of the global operation of ships and analyzing the major factors of affecting the CO2 emissions. The index was proposed to meet the IMO new mandatory CO2 Design Index shipbuilding requirements by the optimal design to the ship style and propeller etc, which measures the technical long-term goal of reducing GHG emissions. Compared to new ships, the measures for existing ships more easily achieved in the short term results, but from the effect of long-term, "mandatory new ship design CO2 index" means promote the fundamental aspects of ship performance in the greenhouse gas emissions. The means are the substantial measures to reduce greenhouse gas from shipping.To research on the methods of calculation of the new ship design CO2 index is the first step to achieve the emission abatement. Only after the methods of calculation and the ship current situation in our country which are full understood, the measures and the targets of shipping's greenhouse gas emission abatement could be made, thereby the more interests in international negotiations on shipbuilding's greenhouse gas emissions abatement can be obtained for the China shipping development. However, the relevant work was just begun.The thesis is divided into four parts. Firstly, according to own national interests, the thesis introduces the different principle views of the countries in the world for the IMO GHG emission reduction plan, and then analyzes our country's policies and objectives to the problem of reducing CO2 and other GHG. Secondly, the international common operation of ships baseline determination method is analyzed--EEOI index. Our country's ship baseline model of greenhouse gas emission levels is established, and the emission levels and the corresponding baseline of our country's main ship style are given. Thirdly, MEPC57/4/12, MEPC 57/INF.12 model; MEPC58 Japanese draft, the Danish draft; EEDI index are analyzed on the basis of understanding the ship current situation in our country. The feasibility of the new ship design CO2 index in our country and the optimization to the draft are discussed to provide the initial calculation for our country's new ship design CO2 index draft. Finally, according to the relationship among the parameters of new ship CO2 index, the calculation of CO2 emissions can be completed by VB language. The software not only eliminates the cumbersome and inconvenient because of manual calculation, but also facilitates the selection of equipment to the designers meet the CO2 index conditions for future ship design.
