With the rapid development of Chinese economic, the volume of traffic demand dramatic increases, and demands for quality also rises. The high-speed rail shows strong vitality and remarkable social & economic benefits with the strengths of large transportation capacity, high speed, high safety, less land occupation, less energy consumption, so the high-speed rail is the future development direction of passenger transport. For those reasons, the strengths and weaknesses of special passenger line program evaluation and strategic choice has been the concern of scholars home and abroad.Guangzhou-Shenzhen-Hong Kong special passenger line is a fast railway corridor which connects Guangzhou, Shenzhen and Hong Kong. It not only undertakes the direct passenger flow of Guangzhou-Shenzhen-Hong Kong and cross-line long-distance passenger transport of the way from Hong Kong and Shenzhen to Beijing-Guangzhou special passenger line, but also undertakes inter-city passengers flow along the way of Guangzhou-Shenzhen-Hong Kong. Therefore, the construction of the line is of great significance to strengthen economic cooperation between the Mainland and Hong Kong SAR, to promote regional economic prosperity and development and to enhance the international competitiveness of the region. The project across the Pearl River of Guangzhou-Shenzhen-Hong Kong special passenger line is a management project of full line and the most critical point of the entire line. Furthermore it must reach the target of high-speed railway with the speed of 350km/h. whether the program is choosed to be a bridge or a tunnel. The target is a precedent both in the domestic and in the foreign country. So the choosing of the program is of great significance.In this paper, we first analyze the construction conditions of the Guangzhou-Shenzhen-Hong Kong special passenger line across the Pearl River strategy from five aspects of the Guangzhou-Shenzhen-Hong Kong special passenger line profiles, economic situation and development planing along the line, transport and development planning along the line, Guangzhou-Shenzhen-Hong Kong special passenger line demand analysis and natural environment of Guangzhou-Shenzhen- Hong Kong special passenger line across the Pearl River strategy. Based on this, we put forward the bridge & tunnel strategy about crossing the Pearl River for Guangzhou-Shenzhen-Hong Kong special passenger line and compare the strategy respectively to get the best strategy of bridge & tunnel. Then we take related factors which have major impacts on the selecting of the strategy into the consideration. Afterwards we established the comprehensive evaluation index system. The index system includes 4 primary indexes:project cost and technology index, coordinate with cities index, safety and environmental protection index, coordinate with development of shipping industry index, and then we decomposed each first level indicator into some specific two-level index and quantified each index to make the evaluation simply. Finally, we made the decision about crossing the Pearl River for Guangzhou-Shenzhen-Hong Kong special passenger line. Because the evaluation indexes have the characteristics of fuzzy, so we choose fuzzy comprehensive evaluation method for alternative comparison and analysis about the bridge & tunnel strategy crossing the Pearl River of Guangzhou-Shenzhen-Hong Kong special passenger line to get the optimal strategy. The conclusions are of important meaning for the construction of Guangzhou-Shenzhen-Hong Kong Passenger special line and the exertion of national economic and social benefits with Guangzhou-Shenzhen-Hong Kong Passenger special line. Meanwhile, it provides a reference for similar program.
