In order to meet the need of our country’s socialist modernization construction and satisfy the growing passenger and freight traffic demand, as well as improve railway competitiveness compared with highway and air transport in the carriage market, after learning from the railway construction experience in developed countries and considering our country’s national conditions, railway situation and the current development situation of national economy, we can come to conclusion that separating freight and passenger line along with constructing high-speed passenger special line is an effective solution for the problems mentioned above.Speed target is not only the core criteria for the operation of high-speed passenger special line, but also the design basis of special passenger line railway construction project. The higher speed target is, the more investment project construction needs, therefore, transportation cost and the corresponding fares will be more expensive, which shall affect passengers’travel choice behavior. At the mean time, higher speed target can reduce journey time, for passengers, it offers very strong attraction. Thus, the choose of Speed target should consider certain scientific prospective for long-term technological development and economic rationality, the more important thing is that passenger special line ought to play a key role in our country’s comprehensive transportation system and have higher market competition ability with such a speed.In this paper, a comprehensive analysis conducted on factors such as the investment in civil engineering, train performance, line technology standards, operating costs, operating income, traffic organization, line ability, improvement of road network structure and the impact on social benefit and economic benefit, etc. Based on weight analytic hierarchy process, a fuzzy comprehensive decision-making model is suggested. In this model, the influencing factors’relationship between each other is analyzed; a systematic and hierarchical evaluation index system is established. According to the importance of different influencing factors on deciding special passenger line speed target, different weight coefficients are selected using weight analytic hierarchy process. Qualitative factors are quantized reasonably using Fuzzy system theory when forming fuzzy comprehensive judgment matrix, in order to eliminate dimensional effect between evaluation index,relative membership degree of evaluation index in different scheme is standardized, at last, the relative optimal speed target scheme of special passenger line is obtained.
