The latest research showed that China's current coal mined area has exceeded 700 thousands hm2, direct economic losses are up to 50 billions yuan. The researchers calculated that the Chinese average Gob collapse factor is 0.24 hm2/10kt, while the direct loss coefficient ranged 1.0 to 1.5 yuan/t, the average collapse area in mined area are as high as 30,000 hm2 in 2002, direct economic losses is 20 billions yuan. The average coal mining collapse area is one-tenth of the mine coal area; the average collapse area is hm2 per capita. Coal mined is a kind of human-induced geological disasters,which brings huge losses to the mining area of life and property and public property, has become the key factor to influence society, regional economic development, social stability and sustainable economic and social development. Treating of Mining collapse is a worldwide problem, which exists in Western countries such as Ruhr mining area in German. At present, treating of mined areas always adopt the following procedure:filling with waste rock, earth and cement in mined areas; however, because lacking of funds and good treating plan, the level of remediation and use is not enough.In order to make better use of water resources, it needs to build reservoirs. However, with the development of society and economics in recent years, particularly in eastern developed areas, land has become a very valuable resource, the state farmland protection policy is also strict increasingly, and reservoir resettlement land has become a key problem. How to minimize the occupation of land for building of reservoir cultivated is not a simple technical issue, but also a very real social problem.On the one hand a large number of abandoned coal mine subsidence area of land are lying idle, on the other hand, the building of reservoir need to occupy land. If we can combine the two aspects successfully, it will be in line with our policy of building a harmonious society and then will be a good things benefiting our country.Hydraulic engineering has its unique characteristics compared to other projects, especially the hazards to society after being destroyed. However, the geological conditions of coal mine subsidence area is very complex, we are cautious to build hydraulic engineering in coal mine subsidence area in order to ensure its safety. There is no successful experience to learn about this problem, thus we will discussed some relevant technical issues combined with practice in this paper.
