Substation project has features such as large amount of investment, long project cycle, many uncertain factors etc. The key to its success or failure depends on the correct decision or not, while the decision is based on feasibility study which carried out scientific analysis and prediction on the project. So it is necessary to scientifically evaluate the feasibility of the substation project. This paper studies feasibility of LuZhou 220 kV substation expansion project from the technical economic and project management point of view, combining comprehensive evaluation of fuzzy matter-element method from aspects of technical, economic and social benefits. Fuzzy Matter-element Comprehensive Evaluation can efficiently simplify complex things on the premise that the general results are not affected. In the handling of weight, this paper uses a model combining subjective weight and objective weight. The results show that the project is feasible.
