Feasibility study is an essential and important work for project pre-construction management. It will make an systemic analysis on the conditions of technical, economic, environmental and sustainable development from the whole. And it will provide an important basis for investors to make investment decisions. Moreover, the final result of project feasibility study, the project feasibility study report, will be a basis and condition to applying for authorities’ approval and banks’ loan. Power grid construction projects are capital-intensive with high reliability requirements and long life-time and have great impact on the national economic development. Therefore, the feasibility study for power grid construction project shows more importance.The relocation and transformation of Lishui Bridge110kV Substation is driven by regional economy and social development needs and is important to the reliability of regional electricity supply and scientific development. How to implement the project in a more economic and scientific way, to achieve a win-win economic development and environmental protection is a subject of urgent research. With the guidance of project feasibility study theory, a systematic analysis was made in this paper on the feasibility of the relocation and transformation project of Beijing Lishui Bridge110kV Substation, and the result showed a clear feasibility in the technical, economic and social aspects. In addition, according to the requirements of the project feasibility study and the features of relocation and transformation project for substation, a quantitative index system was put forward and a comprehensive feasibility evaluation model was built for substation relocation and transformation project based on G1weighting method and fuzzy comprehensive evaluation technology. Thus an effective combination of qualitative analysis with quantitative evaluation was achieved in this paper. What we do above, will provide useful guidance for similar projects’ feasibility study.
