The traditional method of seismic design of structure ensures the reliability of the structure used the yield strain of structure components to consume the energy in earthquake. With the economic science and technology of social advancement, the approach has shown obvious deficiencies. Therefore, some scholars have proposed to install dampers in the structure, and use this method to consume the seismic energy. In the way, we can reduce the seismic response and make the structural elements have no damage or minor damage and guarantee the reliability of structure. In order to adapt to the requirements that different building can have different performance, people also proposed a method of performance-based seismic design.In this paper, the method of performance-based seismic design and the structure control theory and method are studied in detail firstly. Based on this discussion, we give a performance goal for a great chassis frame according to its own characteristics and current building code in our nation.In this paper, we discussed performance of damper and optimization method. We used the sequential search algorithm to optimize damper settings location.We established a analysis model of a nine-storey frame with SAP2000. Based on reasonable assumptions, the capacity spectrum method is simplified. Used the capacity spectrum method simplified, we analyze the model with and without viscous dampers, study the sequence of plastic hinges of the structure and find out the location of the weak layer in the structure and get the damping effect of structure with damper.The results showed that sequential search algorithm in Damper Optimization has the characteristics of simple and the location and number of damper setting have a great effect in damping effect of structure. we can access to optimal damper damping effect by optimizing the arrangement. The expected performance targets of structure can been combined with traditional seismic design by Performance-based design method. It makes designer request the owners to design the structure with different seismic properties. The method which the performance-based structural design method is applied to the structure of the energy dissipation makes structure to meet the established performance goals greatly.
