As a self-controlled revenue and expenditure institution of China Yantai Salvage, By six-year rapid development after rescue and salvage system reform, China Yantai Salvage(named CYS hereafter) makes great achievements. Simultaneously, the serious contradictions are appearing on gradually to block the enterprise's development. Thus, it becomes an important assignment of CYS development strategy research to solve the contradiction and consolidate the developing achievements.On the basis of analyzing the mission and development target of CYS and by the analysis of the macro-environment CYS faces, this essay summarizes the external opportunities which CYS may take and external threats which CYS should avoid. In full use of Industry Life-Cycle Stage, this essay judges scientifically that the industry development tendency of CYS is Growth stage towards Maturity stage and will face uncertain Decline stage or Maturity stage afterwards and shows that CYS shall make appropriate preventive measurements in avoid of Decline stage occurrence in the following development strategy. This essay also adopts Porter five-force competition model and theory, judges the competition condition of CYS in her industry, analyses thoroughly the influence degree to CYS by her external environment and finds seven major chances to be taken by CYS and seven main treats to be avoided.In the process of CYS internal factor evaluation, by the organization structure and human resources analysis, production ability and management ability analysis, financial management ability analysis, research & development ability analysis and enterprises culture analysis term by term, I summarize that CYS has made the ideal business achievements adopting diversification strategy such as prime business, supporting business and subsidiary business and ensures the implement of CYS general strategy target adopting cost-leading strategy and product differentiation strategy in the business aspect. With the application of internal factor evaluation matrix principle and in the connection with weighted calculation of advantages and disadvantages of CYS, it leads to this conclusion that the overall level of CYS is higher than the average in this line of business. Through the application of Industry Drive-Enterprises Power Matrix, I assess comprehensively strategy development tendency of CYS main business fields in the future and propose the suggestion of the development.In this essay, in full consideration of the conclusion on CYS internal & external environments analysis and making use of SWOT analysis matrix, I analyze the development environments of CYS completely and confirm eleven strategic measurements which CYS shall adopt.
