At present, in order to ensure a healthy development of city gas facilities, the urban natural gas pipeline network must be programmed scientifically. So the new natural gas project must be under the direction of overall city plans, draw up urban gas transmission and distribution systems, including short and long construction plans, as the basis of future urban gas transmission and distribution projects'period designs and development.According to Daqing oilfield residents'life habits and progress rate of added constructing supply gas pipelines in built up buildings, the final rate of gasification of planned area civil natural gas was planed to be 100% by 2020, and the total demand would reach 422200 thousand m3/a. In accordance with natural gas reserves in all areas of Daqing the gas source construction of Daqing residential gas is determined that the associated gases as the main part in the short term, and in the long term the natural gas is major part. According to the demands of gas, the scheme that taking use of the built underground natural gas storage in Daqing to carry out monthly peak shaving is determined. Gas spherical tanks are installed to proceed hourly peak shaving in each neighborhood's gas feed station. On the basis of the overall distribution program of Daqing city gas supply gathering and transmitting system, the built gas feed stations is to be expanded. Four new stations would be constructed at the same time. This project's urban transmission and distribution pipeline network system would be composed of medium pressure pipeline networks, regulator stations, low pressure networks and enter-house branch pipes. One CNG master station is planned with designed volume would be 65×104m3/d, and 34 CNG gas injection subsites is planned too. Gas monitoring and controlling system is installed to collect field data and monitor devices in this program. Detailed analysis of the users'endurance to natural gas price is carried out in this paper. Emergency plans for gas incidents is made. Fire safety measures are proposedin this paper. Main dangerous factors in producing process are summarized, and relevant prevention means are given. Influence on Daqing environment by the natural gas producing process and engineering construction analyzed in this paper.and measures to deal with it are proposed. Energy consumption is analyzed at last, the results showed that commercial rate was 98%, so the economic benefit can be significant.
