The power industry is China's energy pillar industry.Under the new situation of lowcarbon economy,energy conservation and loss reduction is not only a means for power grid companies to improve their own efficiency,but also a reflection of their social responsibility.Meanwhile,China's electricity market reform has entered the stage.The National Development and Reform Commission Document “Provincial Grid Transmission and Distribution Pricing Methods(Trial)” pointed out that the transmission and distribution pricing method will change from the original “the difference pricing”(equal to the sales price minus the on-grid tariff)to the “cost plus revenue” price regulation under government supervision and increase incentives for energy conservation and loss reduction.Now the power grid companies will take more initiative to participate in the reduction of energy consumption,because energy conservation and loss reduction is not only an assessment indicator for power grid companies,but also closely linked to their own earnings.According to the document spirit,the study of the energy-saving and loss-reduction strategies of power grids based on the formation mechanism of transmission and distribution prices has the important meaning.This article will mainly carry out research on the energy-saving and loss-reduction strategy of the power grid based on the transmission and distribution price formation mechanism in the following three aspects:First of all,with the deepening of power market reforms,sorting out the formation mechanism of transmission and distribution tariffs and regulation is the basis for finding out the suitable transmission and distribution price regulation for China.Based on the description of China's electricity price system and electricity price model,this chapter outlines the formation mechanism of transmission and distribution prices,and points out that transmission and distribution price regulation is the core.Afterwards,according to the actual development of China's power grid,this chapter pointed out that the rate-of-return regulation is the most appropriate method of regulation at present.This chapter adds loss compensation cost items and incentive items to the traditional rate-of-return regulation to promote energy-saving and power-loss reduction of the power grid.Afterwards,this chapter carried out a quantitative analysis of the energy-saving and loss-reduction of the transmission and distribution pricing method,and then proposed an energy-saving and loss-reduction strategy based on price.This chapter proposes a transmission and distribution pricing method that takes into account the power flow backflow characteristics and network loss compensation based on the improved rate-of-return regulation,and proves the rationality and practical value of this method through numerical examples.Then in order to find out the greatest impact on the price of electricity grid voltage level,a sensitivity analysis model of the transmission and distribution price for the partial pressure loss ratio has been established.The analysis of the example shows that the transformation of the 10 kV and below distribution network can bring maximum benefits to the grid companies and create certain social benefits.Therefore,the focus of energy conservation and loss reduction should fall on the distribution network.Finally,this chapter proposes an evaluation method of energy-saving and lossreduction scheme of power grid considering comprehensive benefits.A relatively comprehensive evaluation index system that considers transmission and distribution price index and new energy index has been established,which can comprehensively evaluate energy-saving and loss-reduction programs from the aspects of energy-saving and lossreducing benefits,social benefits,and economic benefits.Afterwards,a fuzzy comprehensive evaluation method based on combined weighting method has been used to evaluate the options,which provided a relatively scientific method for power companies to choose the right energy-saving and loss-reduction scheme.Finally,the comprehensive evaluation of the three schemes based on the actual power grid is performed.It is pointed out that the scheme for the transformation of the 10 kV and below distribution network is the best and the rationality and practicability of the proposed evaluation method are proved.
