In the Yangtze River basin, the discharge of ship oil water to the Yangtze waters is given of serious pollution and damage, harm to the human body, health and social public interests. How to effectively limit the discharge of oil water and the control the violation oil of Yangtze River ship is a problem. Therefore, in order to meet the International Maritime Organization, "MARPOL 73/78" provisions of the emissions requirements,the design on a reliable and sensitive sensing properties of oils and advanced oil concentration meter discharge monitoring system and remote monitoring of marine oil-water separation equipment functioning, is a better way.Optical fiber sensor is sensitive, reliable, and strong anti-interference, corrosion resistance, etc just to adapt to extreme conditions of ships.With seamless global coverage of 3G communications network framework for determining three-dimensional,3G solves the different requirements of urban and remote areas of the user's communications needs.This will be fiber optic sensing technology,3G communications technology and SCM technology combined to form the concentration of ship oil monitoring system.This paper describes a fiber optic sensor based on the concentration of oil monitoring device. The monitor is designed for the oil-water separator of ships to run, but the monitor is used in 3G networks through the vigorous development of communication, where the 3G network coverage in the Yangtze River region.It will be able to immediately send the data to a remote end successfully. Easy to control, this is the prominent feature of the monitoring system.The monitoring terminal mainly consists of two parts:optical sensing unit and a microcomputer as the core of the monitoring unit. With the research of optical fiber principle and design of optical fiber sensing system, communication module in the selection, i choose the ETS Gong's W380 3G module, which send timely the suitiation of monitoring water seperatorThis article first briefly introduces the development of the oil concentration design of total history and future direction, discussion of different concentrations design of technical features and applications, and focus on optical fiber sensors i; then introduces 3G networks as well as optional 3G module the work process.
