Nowadays, new-bulided communities have influenced the city very much. But the way of current community planning does not adapt to market economy on the mode of public products supplying. The neglect of outdoor space environment have formed dull life settlements and stereotyped settlement environments. The large scale of isolated communities obstructed public activities while they satisfy the private needs. Strangled the diversity life. Determinant residential layout mode has destroyed the community diversity. The environment of Monotonous and mediocre is inevitable. In this context, The Article is based on the view of urban design, to study the formation of model at the quality of the space environment, the residents of public space system as the research object, explore the new situation applies to the space environment on our settlements organization method.This article first briefly introduces the development status of our settlements; Review the evolution of modern urban settlements related to the theory and practice, understanding of domestic and international settlements planning in the public interest in new developments in space activities; Evaluation of the current planning of our settlements status; Then, as an example of Jinan City settlements, Through field observation research, Suggested that the present settlements planning and construction of China's problems and analyzed the causes of the problem; Based on urban design point of view, From the physical level and spiritual level analysis of the activities of residents in urban settlements needs, Proposed settlements, the design principles and methods of the space environment.
