Metal Oxide Arrester(MOA) is an important equipment of lightning over-voltage and operational over-voltage protection in power system, and its healthy status directly related to the safety and stability of power system. Because MOA is suffering not only by the lightning over-voltage and the operational over-voltage, but also the long-term power frequency voltage. And the performance of MOA will be effected by moisture, aging, dirty, etc. with the time extending.In this paper, a portable device specialized to monitor online MOA and CVT facilities is analysed. The structure, the electrical characteristics ,the cause and sign of MOA's aging are analysed. And some popular kinds of analysising ways is compared, and the basic theory of judging the MOA's healthy status through the resistive current and the phase difference is expounded. According to the theory, the designing plan of MOA and CVT on-line testing system based on wireless communication is discussed. The basic theory of the wireless communication model and its application in the device. At last, the procedure of measurement and the application of Fourier arithmetic in digital signal processing is summarized. This detector has good anti-interference ability and detecting specific sensation. This device was designed for Henan Power Science Institution and had been installed in Niuzi 110kV transformer substation, and appeared good performance on stability and accurature.
